CALL TO ORDER

Chair Kehoe called the meeting to order at 7:38 p.m.  He announced the exit locations in accordance with
Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.

RECOGNITIONS AND AWARDS

Beautification Commission – September 2010 Awards

Pat Sirois, Chair of the East Hartford Beautification Commission, presented the September 2010 residential landscaping award to the Beaulieu Family, 540 Hills Street. Marilyn Beaulieu accepted the award and thanked all for this honor.

Ms. Sirois also presented two Community Pride awards, jointly, to the East Hartford Garden Club and the Raymond Library for their efforts in landscaping front of Raymond Library.  Ms. Debbie Dubitski, president of the East Hartford Garden Club, and Bea Piersa, Assistant Library Director, accepted the award and thanked all for this special recognition.

The Mayor joined with the Town Council in thanking all the recipients for making East Hartford a prettier place to live.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Currey (1) stated that the ribbon cutting for Governor Street was a success and thanked the town’s Engineering Department for the design of the repairs to the street; and (2) read a memo from the Chief of Police which indicated that the traffic and noise situation on Central Avenue has been greatly alleviated.

COMMUNICATIONS AND PETITIONS

United Way Campaign

Ed Chavez, a 911 dispatcher for the Town of East Hartford, and Stacy Krechko, Youth Services Secretary, co-Chairs of this year’s United Way campaign, announced that this year’s campaign started October 1st and will run through November 19th.  Additionally, the “Penny Wars” are back and this contest is being used to enhance the contributions from Town Hall and Public Safety Complex employees. Mr. Chavez stressed the importance of donations to the United Way, especially during these tough economic times.  He stated that just from January to August of this year, there have been more than 9,200 requests for United Way services.   Ms. Krechko announced a new fundraising incentive that United Way has proposed which is a discounted membership to “B.J.’s Wholesale Club” and a donation of $5 to a school or organization of your choice through United Way for each new or renewed membership.

Youth Services: Youth at Risk Task Force Update

Cephus Nolen, Youth Services Director, introduced Marc Bassos, Youth at Risk Task Force Coordinator, who updated the Council on the accomplishments of this Task Force that was formed two years ago.  Mr. Bassos announced the hiring of Ramon Rosado, the first Spanish-speaking outreach worker.  Also present to discuss how they work in conjunction with the Youth Task Force were John Karzar, Principal of the East Hartford Synergy Alternative High School; Justin Del Valle, a student at East Hartford Synergy Alternative High School who is a member of the Youth Task Force’s Crossroads Program; and Patricia Uccello, Youth Outreach Worker and Juvenile Detention Officer.  Mr. Bassos stated that today’s Youth Task Force’s programs will impact 450 students this year – considerably more than the original 50 students previously affected.

Hartford Marathon Traffic Alerts

Chair Kehoe reminded all that, due to the Hartford Marathon starting this Saturday, October 9th, some road closures and travel delays will begin at 7:30AM and last till approximately 2:15PM.


NEW BUSINESS

Dial-A-Ride Operating Grant

                to adopt the following resolution:

RESOLVED that Mayor Melody A. Currey is authorized to make, execute and approve on behalf of this corporation, any and all contracts or amendments thereof with the Greater Hartford Transit District in relation to a $13,497.45 grant to the Town of East Hartford to be used to support costs associated with the operation of the Dial-A-Ride Program.

IRS Filing: Defined Contribution Pension Plan

                to adopt the following resolution:

RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS REQUIRED TO EFFECTUATE PLAN COMPLIANCE FOR THE DEFINED CONTRIBUTION PLAN FOR FULL-TIME EMPLOYEES OF THE TOWN OF EAST HARTFORD

WHEREAS, the Town of East Hartford provides a defined contribution plan for full-time employees not covered by other defined benefit pension plans, and

WHEREAS, periodic amendments are necessary to comply with changing plan or regulatory criteria in an effort to maintain compliance and qualification, and

WHEREAS, the Town has hired USI Consulting Group to handle the investment and administration needs of both the Town and the plan participants.

NOW THEREFORE BE IT RESOLVED, that Mayor Melody A. Currey, on behalf of the Town of East Hartford, is hereby authorized, empowered and directed to execute any and all documents required to effectuate the necessary plan filings required of the Town.

Outdoor Amusement Permit Applications:

19th Annual Aselton Memorial Snow Dash

                to approve the outdoor amusement permit application entitled
“19th Annual Aselton Memorial Snow Dash”, filed jointly by the East
Hartford Parks and Recreation Department and the East Hartford Police
Department to conduct the town’s annual 5K road race (Snow Dash), to be
held in the vicinity of the Langford School area – 61 Alps Drive – and
surrounding streets on Sunday, January 9, 2011 between the hours of
12:00PM and 4:00PM, with the use of public streets occurring between the
hours of 1:30PM and approximately 2:15PM, subject to compliance with
adopted codes and regulations of the State of Connecticut, the Town of
East Hartford, and any other stipulations required by the Town of East
Hartford or its agencies.

Replica Tall Ship Viewing

                to approve the outdoor amusement permit application entitled
“Replica Tall Ship Viewing”, filed by Daniel Larson of Goodwin College,
to conduct a two day public viewing and boarding of a tall ship, the “Half Moon”,
to be held at 133 Riverside Drive, at the “tall water dock” on the Connecticut River,
on Saturday, October 23, 2010 and Sunday, October 24, 2010 from 8:00AM to 4:00PM
on both days, subject to compliance with adopted codes and regulations of the
State of Connecticut, the Town of East Hartford, and any other stipulations required
by the Town of East Hartford or its agencies.

Central Connecticut Solid Waste Authority:

Authorizing Resolution

                to adopt the following resolution:

RESOLUTION AUTHORIZING EXPENSES ASSOCIATED WITH MEMBERSHIP IN
THE CENTRAL CONNECTICUT SOLID WASTE AUTHORITY

WHEREAS, the municipalities constituting the Central Connecticut Solid Waste Authority (CCSWA) have
been researching solutions for long-term solid waste disposal when their contracts with the Connecticut
Resources Recovery Authority expire in 2012; and

WHEREAS, 21 municipalities have joined efforts to find long-term solid waste disposal solutions; and

WHEREAS, the Capitol Region Council of Governments (CRCOG) and CCSWA have a service agreement
for administrative, legal and technical assistance to CCSWA at hourly rates dated July 21, 2010; and

WHEREAS, the Capitol Region Council of Governments has provided an estimate of costs to perform a solid
waste disposal procurement and for operational expenses for the authority for FY2011; and

WHEREAS, the Town of East Hartford has voted in favor of pursuing a solid waste disposal RFQ with
possible RFP in FY2011; and

WHEREAS, the Town’s contribution towards this procurement and general operations is estimated at
$21,947.42.

NOW, THEREFORE BE IT RESOLVED that the Town does hereby approve $21,947.42 as a “not-to-exceed”
expense for solid waste disposal procurement and operational activities of the Central Connecticut Solid
Waste Authority during the July 1, 2010 to June 30, 2011 fiscal year, with expenses to be billed as they are
incurred on a monthly basis by the Capitol Region Council of Governments.

Contingency Transfer

                Account #G9600-63492, Contingency Reserve to

                to provide a source of funds for the CCSWA service agreement.

Bid Waiver: Purchase of Carpenter’s Van

MOTION  By Linda Russo
                seconded by Susan Skowronek
                to waive the bidding requirements of Section 10-7(c)
                of the Town of East Hartford Code of Ordinances,
                and to authorize the administration to purchase a
                2004 Ford E-450 Cutaway from ACI Autogroup of
                East Windsor for an amount not to exceed $15,500        to be
                used by the Public Works Department as a carpenter’s van,
                such waiver being in the best interests of the town.
                Motion carried 9/0.


OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Susan Skowronek (1) thanked the Mayor for her quick response to the traffic issues at East Hartford High School and TEP; (2) stated that traffic congestion still exists in front of the High School; (3) said how proud she was of the students who spoke at the most recent Board of Education meeting and read an email from a citizen who also praised the students for their decorum at the meeting; and (4) announced that, two weeks ago, the East Hartford High School marching band competed in the Rocky Hill Royal Blues Marching Band competition and took home a 1st place trophy in Category 5A and plaques for three captions: best music, best visual and best overall effect.

Marcia Leclerc asked when the leaf pick-up program would begin.

Pat Harmon (1) asked when leaf bags will be distributed and picked up; (2) noted that there was a police officer on the corner of Leonard Drive and Forbes Street which helped moving traffic along in front of the High School; and (3) asked if school security guards could be used to assist in helping with traffic flow.

Barbara Rossi announced that the East Hartford Podunk Bluegrass Music Festival, which celebrated its fourteenth year this year, won Event of the Year at the International Bluegrass Music Association Convention in Nashville, Tennessee.

OPPORTUNITY FOR RESIDENTS TO SPEAK

Mayor Currey asked that the Council consider funding the weather reporting station that the Public Works department uses in the upcoming budget.
